Boston, December 23.

A letter from Martha's Vineyard, dated on the 8th inst. mentions, that the New Collector there, had, about 6 or 8 days previous, decreed, that the masters of all vessels from foreign ports that arrived in the District of Edgartown, and are detained by contrary winds or otherwise, 48 hours, shall repair to his office, enter their vessels, pay tonnage, hospital money and office fees, and procure bondsmen. Several vessels had already come to an entry under this "Vineyard Decree;" a number of others have proceeded on their way homeward without entering, which the Collector appears determined to prosecute.
