We have received this morning a Vera Cruz paper of May 28, containing the address of the President of the Republic to the two Houses of Congress, at the closing of the session on 23d ult.

The President states that the "treaty of amity, navigation, and commerce, with Great-Britain," is in a fair way of being concluded; but complains that the United States of the north do not seem disposed to identify their interests with those of Mexico. "The memorable promise of President Monroe, contained in his Message of Dec. 2. 1823, is not sustained by the actual Government of the United States."
