SIR ROBERT HART HONORED. Made Junior Guardian of the Heir Apparent In China.

TACOMA, Wash., Jan. 20.—The Empress Dowager and the Chinese Government have at last given evidence that they appreciate the efforts of Sir Robert Hart, Inspector General of the Chinese Imperial Maritime Customs, toward peace during the Boxer outbreak of 1900.

A Chinese decree dated December 11 appoints him to the brevet rank of the junior guardian of the heir apparent, specifying that this honor is conferred in recognition of valuable assistance and advice given by him during the peace negotiations.

The appointment gives Sir Robert the rank of Viceroy, and will greatly increase his power and influence among natives throughout China.

For the first time in years all newspapers published in treaty ports unite in commending the Empress and the Government for their action.
