MARINE HOSPITALS.-In the retrenchment reforms which Secretary Cobb contemplates, an effort will be made to close very many of the Marine hospitals, which are found to be the occasion of very heavy and useless expenditures. Most of them have been built for the purpose of distributing the public expenditures over all parts of the country where any plausible pretence could be shown for making a public disbursement. Many of the Marine hospitals, it is said at Washington, have not during the year as many patients as federal officers attached to them. These latter draw high salaries from the treasury without giving the slightest approximate return for them. Is there not some fear that our Institution may come under the hand of reform, and the supplies from two or three public teats be cut off? It is said "retrenchment and reform" will be demanded in every branch of the government. But the people have learnt from past experience that there are "demands" that are not always executed.
