From the uncertain purport of our dispatches yesterday, we rather infer than are confident that the business of procuring an exchange of prisoners has been confided exclusively to Gen. Butler. To enable him to act efficiently and compel results, it would also seem that all the rebel prisoners are to be placed under his control. How he proposes to act, what agencies he intends to operate through upon the infamous leaders of the traitor horde, we do not know and shall not attempt to guess. But we may safely assume that he has concluded that there is no use in relying upon rebel honor or decency or humanity, and will not indulge in any "throwing of grass" at those whose sense is all buried in pure malice. Butler comprehends these fellows. He knows how to throw stones and we bet he will "bring down the persimmons."
