The fact that Brown subsequently sought to continue as warden and rallied strong support for his candidacy among Stark county Independents is said to have created the complications which have been a thorn in the side of the administration for months.
Disinclination of the administration to involve itself in what has become a bitter fight in Independent ranks in Stark county may result in the defeat of both Brown and Turner, according to reports current here.
Both Kitchen and Miss Palmer say they stand ready to vote for Turner but the official explanation of today's delay was the absence from the state of Governor Shafer. The appointment will be considered again after Shafer returns home, members of the board said.
