Here is strange Work going on; we have had seized six or seven North American Vessels, for want of Certification of their having given Bond, agreeable to the late Act of Parliament. The Gentlemen to whom they were addressed here, would have entered into Security, that a Certificate would be returned for the Bond they had given (as the poor ignorant North-Americans hardly know what a Bond or Certificate is) but the Offer has been rejected, and they have been condemned. Since this, Cleveland arrived, and upon entering, his Register being unindorsed through some Neglect, he was seized. If these Steps continue, there must be a final Stop to all Trade. It is much feared, lest Molly should not bring a Certificate with him from Carolina: if he fails, he will be surely seized: He is expected in a few Days.
