PHILADELPHIA, April 14.

We have seen a letter from New-Orleans dated the 17th March which states, "information is just received of the arrival at Havanna of 4500 French troops on their way to this place, so that we may expect them in a few days, Pilots have been ordered down the river to meet them."

Captain Green of the brig George Clinton, from New-Orleans, arrived at New-York, informs that the Governor of New Orleans had ordered all the Pilots to proceed down the river, to begin readiness to receive the French fleet, which was hourly expected.
