COMPULSORY ARBITRATION.

Governor Gillette Has An Idea For Settling Labor Troubles.

SAN FRANCISCO, June 3.-The creation by constitutional amendment of a state court of compulsory arbitration to assume control and adjust all disputes arising between employers and labor organization is advocated by Governor Gillette. The governor has given the subject serious consideration and has already sketched out a plan of organization of a court of three members which will form part of the judiciary system of California. It would have power to compel settlement by arbitration of labor disputes, especially when the operation of public utilities, such as telephone or streetcar systems, would be involved.

The proposition will be discussed at a meeting this afternoon between Governor Gillett and the conciliation committee of the Civic League.
