They write from Warsaw, Nov. 5. N. S. that they are assur'd by Advices from the Porte, and by a Turk that is newly arrived there, that the Grand Seignior has proposed to the Czarina a Cessation of Arms, and to enter into Treaty with her, upon the Condition previously of restoring Oczakow, which some Reports say the Russians have of themselves already resolved to abandon, because of the great Difficulty of supplying that Place with a sufficient Garrison and Provisions; for it is said to require 10,000 Men, and that at present it is infected with a pestilential Distemper; so that those who are best acquainted with the State of Russia, reckon this first Preliminary will be readily granted, foreseeing how excessively it would drain the Country to recruit Count Munich's Army, which from 64,000 Men of regular Troops, is reduced to about half that Number, and those wanting all Sorts of Ammunition; at the same Time it is said Veldt-Marshal Lacy's Army is in a much better Condition.
