LANSING, March 28-(AP) - If the postman catches you unawares one morning with notice you have been placed in 1-A, don't write your Congressman that you weren't warned; it's your own fault.
The State Selective Service headquarters declares that one seed of confusion in the present draft program is the abandonment of the 10-day notice to you before your case is reopened for reclassification.
Brig. Gen. Le Roy Pearson, State Selective Service director, warns that you and your employer are responsible for keeping your draft board informed of any change in your Status.
Under the new rule, draft boards may reopen cases at any time without notice to the affected parties. Most deferments are for stated periods and you and your employer have had reasonable warning of when a case will be ready for reconsideration. It is up to you to make sure your board always has the facts on which to act wisely.
Under the new rule, draft boards now reopen all 2-A and 2-B cases 30 to 45 days before their expiration date. When they act, they act on the information before them and not on what you send them the following week.
Week-end amendments to Selective Service policies merely emphasize the program of speeding up the examination of all men under 26 years of age, irrespective of deferments, except agricultural.
Men under 26 are to be sent for examinations at once, without regard to the expiration of their deferment and without the necessity for reclassification procedure. When the age group has been completely examined, Selective Service officials and employers will have a better idea how deeply the draft must cut into that group.
The State Selective Service director still has authority to order special deferments for men under 26 in industry, and will be "advised" by industrial and governmental committees.
EXAMINATION NOTICE
Draft boards now give you five days notice before you must report for a pre-induction examination. The service seeks to complete such examinations before a deferment expires, so that induction may follow the examination as closely as legally allowed.

Local boards have authority to reopen them at any time.
Appeals from the decisions of the local boards must be filed within 10 days of the date the board's notice was mailed. If an appeal or request for a personal appearance is filed, the board will not act on it until after the pre-induction examination. If you are accepted for military service, then the board processes the appeal.
Rapidly reducing a backlog of appeals resulting from December changes in the draft laws, appeal boards now are reported to be acting on most appeals within 30 days.
Pearson points out that if you are employed outside your original appeal board area and are in Class 2-A or 2-B your case must be reviewed by the appeal board having jurisdiction over your place of employment. The same board will consider direct appeals from employers and registrants, but the automatic appeal required by law takes precedence.
Appeals to the President from appeal board decisions may be authorized by Pearson if there is a dissenting vote among the appeal board members.
USE DETROIT CENTER
If you live in the Lower Peninsula, you will be sent to the Detroit induction station for physical examination, except in a few Southwestern counties where you may go to the Chicago station. Except during April, all Upper Peninsula registrants are scheduled to go to the Marquette induction station.
Ten days to two weeks after you undergo pre-induction examination your local board will receive official notice of the results. Then it must mail you a notice of fitness, indicating the branch of service to which you have been assigned.
If you have a preference as to the branch, you should express it during the pre-induction examination, but it will be accepted only if your qualifications and the daily Army and Navy quotas permit.
You will have a minimum of 21 days after receiving your notice of fitness before you get orders to report to the induction station to enter the service. That period is allowed you to arrange your personal affairs.
Since you are not yet a member of the services until sworn in at the induction station, you remain under the local board's authority and it may change your orders if the circumstances warrant.
At any time during those 21 days of grace, your local board may issue orders to report for duty, but it must allow you 10 days before actual induction.
After your induction, you won't need to worry about orders. The sergeant will give you personal guidance.
