Washington, Jan. 21.—Secretary Daniels replied today to a criticism of the government's action awarding Hadfields, Limited, a British munitions factory, the contract for a large number of armor-piercing projectiles at a price about $200 each less than the lowest American bid. He said that until the Bethlehem Company is able to fill contracts it is not becoming the company to criticize the navy department for contracting with manufacturers who make shells that meet the tests.
"I regard the attitude of these companies in this and other matters as most unfortunate and were there no relief through competition, I would feel they were putting our entire program of preparedness in peril," he said.
