The Assembly passed, the other day, the following Resolution:
Be it Resolved, by the Assembly, the Senate concurring, That our Senators in Congress be instructed and our Representatives requested to urge upon Congress the passage of a law establishing a mail route connecting with the Central Overland Mail, from Carson City, in the Territory of Utah, to Nevada City; thence to the town of Auburn in the county of Placer: thence to Folsom, and from thence to Sacramento City, passing over the Sierra Nevada by the Henness Pass: with mail routes diverging therefrom: first, one leaving said route at Jackson's Ranch, near the western end of Henness Pass, to Downieville, in the county of Sierra, and the second, leaving at Lake City, in the county of Nevada, via North San Juan, to Marysville, Yuba county.
This Resolution embodies substantially a suggestion of ours which we made some time ago. As far as Sacramento is concerned, she already has direct communication with the States by the Central Overland Mail, but if she desires communication with the Washoe Valley, there can be no harm in her having it. But, the reason that Marysville should have connection, via Carson City, with the Overland Mail Route, rests upon the fact that she is now compelled to wait for her letters and papers, over that route, until they can be transported all the way around by Sacramento and up the windings of the Sacramento, Feather and Yuba rivers. She ought to have her mails brought straight over the mountains from a convenient point whence a branch road can diverge. It is proposed in the above Resolution that Marysville should have this route, and it is immaterial to us whether it be called a branch road from a main road from Carson City to Sacramento, or whether the route to Sacramento be called a branch road from the route to Marysville.
The resolution, we perceive, recognizes the Henness Pass as the proper pass through which to reach the western from the eastern slope of the Sierra Nevada, and the Assembly have done credit to their judgment by such recognition. Members have doubtless examined the subject, and ascertained the representations which we and others have made respecting this Pass to be correct. It is now generally conceded, we believe, that it is the lowest and best of all the depressions or gaps through the whole extent of the Sierra Nevada range.
We trust, the Senate will also adopt this resolution. It is very important that this matter should be attended to at once, and immediate action urged upon Congress. Our relations with the Washoe country must necessarily be numerous, and mail communication will greatly facilitate all business and other transactions with that section.
With respect to the practicability of running a mail line between this city and Washoe and thence to connect with the Overland mail, it is sufficient to say that the trail for mules will be opened, in a few weeks, between Washoe and North San Juan, and the road from here to San Juan is already a pretty good one. This trail can easily be converted into a good wagon or stage road.—Probably some discretion would be given, too, under the law proposed by the resolution, to the contractors who would undertake the contemplated service. They might then select a portion of the road already prepared and to be still farther extended by the Sierra Turnpike Company, or they might select the route slightly diverging from the Henness route and go through the Yuba Gap. But the route suggested in the resolution is, we should think, about as good as any which could be named.
