"The committee consider this as one the projects of internal improvement entitled to the early attention of the legislature. And as the requisite information relative to it is now obtained, they recommend the passing of a law to carry it into effect and operation not deeming it proper to refer this subject to the contemplated board of internal improvements. The committee believe that the proposed improvement would be a source of revenue to the state, and would afford great advantages to a large population surrounding the Cayuga and Seneca Lakes; and they are confident that the tolls, which it would yield, would, in a few years, repay the expense of its construction, together with the interest thereon.- They are the more confirmed in this opinion, when they reflect that the navigation to be improved is only 21 miles in length, & that it would open through the two lakes, (Cayuga and Seneca) a communication of 100 miles, stretching into a country possessing a productive soil, healthy climate, and an industrious population.-The cost of making the canal, and having the works and improvements of the Seneca Lock Navigation Company upon the outlet of the Seneca Lake, would not, it is believed, exceed $125,000, to which is to be added the value of the stock of the company. held by the state."
