Extract from a letter, dated Cape Republican, Feb. 27, 1802, to a respectable mercantile house in Wilmington. (D.)

"The French, after taking possession of St. Marc, and the plain back of it, which were evacuated by the negroes, found a number of the whites, who were murdered ; and 7 whose hands were tied, and fire set to their feet, but so lately done that they were still alive! The officers knew not what had become of the people belonging to the American vessels ; but this day a merchant of St. Marc, who made his escape, arrived here, who informs, that he left the inhabitants of that place, and all the Americans, at a small fort 18 miles from St Marc. Yesterday a large package of Toussaint's papers were found : among them was a copy of instructions to the commanders of the respective districts, to destroy. On the 1st March every person within their limits. Likewise a letter addressed to Toussaint, from the government of England, by which it appears, that the English have been the prompters, behind the scene, to the inhuman massacres and desolation which have taken place! There has also been found a contract for the supply of 4,000,000 livres worth of powder from the United States (during the reign of John Adams) but whether from the government, or individuals, I know not. Pierre Isnot, who was commander in chief of Leogane, who burnt that place, and murdered the whites, has been taken. I saw him three days since, go on board the admiral's Ship, where he will remain in irons, till general Le Clerc arrives." The same letter states, that St. Marc was burnt, and that two brigs, and schooners, the only vessels in the port, were destroyed.
