Governor Barnes Refuses to Honor Requisition From Oklahoma.

Guthrie, O. T., Nov. 19.—W. R. Taylor, an attorney of Oklahoma City, was before Governor Barnes today to protest against the issuing of a warrant upon the requisition of the governor of Arkansas for the arrest of A. C. Root, a reporter connected with the Oklahoma City Times-Journal, who is under indictment at Fort Smith on the charge of libel. It was represented to the governor that the indictment was the result of pure spite work, and this representation is substantiated by a telegram to the governor signed by a number of the leading citizens of Fort Smith. In view of the protest, Governor Barnes decided not to allow a warrant to go forth for the present and will allow Root's attorney five days in which to make a showing.
