The New York Riot.
THE LATEST REPORTS.
New York, July 17. - The mayor's proclamation says: -
"To the citizens of New York - The riotous assemblages have been dispersed, and business is resuming its usual channels. The various lines of omnibuses, railways and telegraphs have resumed their ordinary operations. Few symptoms of disorder remain, except in a small district in the eastern part of the city, comprising parts of the 19th and 21st wards. The police is everywhere on the alert. A sufficient military force is now here to suppress any illegal movement, however formidable.
Let me exhort you, therefore, to pursue your ordinary business. Avoid especially all crowds; remain quietly at your homes except when engaged in business or assisting the authorities in some organized force. When the military appear on the street, do not gather about it, being sure that it is doing its duty in obedience to orders from superior authority.
Your homes and your places of business you have a right to defend, and it is your duty to defend them at all hazards.
I yield to no intimidation and to no demand for money as the price for your safety.
If any person warns you to desist from your accustomed business, give no heed to the warning, but arrest the person and bring him to the nearest station house for punishment as a conspirator. Be assured that the public authorities have the ability and the will to protect you from those who have conspired alike against your peace, against the government of your choice, and against the laws which your representatives have enacted."
The fire marshals estimate the losses by fire growing out of the late riot at $400,000. Thirty-five fires occurred between Monday morning and Thursday night.
Albany, July 14. - The 14th volunteer artillery and the 54th militia, from Rochester, that are here are under orders to proceed to New York, have had the orders countermanded. Similar orders to the 46th and 51st regiments of Onondaga county have also been countermanded.
New York, July 17. - Gen. Dix will arrive here this morning. About 3 o'clock to-day the military were withdrawn from the scene. Gen. Kilpatrick had a long conference with Gen. Sanford to-day. Gen. Sanford has ordered all to quit the stores in the vicinity of the arsenal and not visit them for three days, but he encourages the people in that vicinity to remain.
The military still holds possession of the 13th ward on East river. The prisoners captured in the city are three hundred in number.
It is not positively known when the drafting will re-commence, but it is intimated that when it does, the government will have not less than thirty-five thousand troops in New York.
All perfectly quiet to-night.
