This morning arrived in town from Havre de-Grace, via New-York, Mr. David Meredith, merchant of this city. Mr. Meredith sailed from Havre the 24th October, on which day he informs, that he saw a letter from the Chancellor of the American Consulate at Paris, to a gentleman at Havre, which stated, that twelve days previous to the date of that letter, the American Ministers Plenipotentiary, had delivered their credentials to M. Talleyrand Perigord, Foreign Minister, and at that period they had received no communication from him, either personal or official, and that in consequence they found themselves in the most awkward and unpleasant situation imaginable.
