IMPORTANT TAX BILLS PASSED AS LEGISLATORS SHOW SPEED

SACRAMENTO. June 5. Tax proposals sufficient to raise an estimated $68,000,000 during the next two years gained legislative approval today as the result of the greatest burst of activity California's law-makers have shown this session.

Important tax bills cleared both houses, including the chain store tax measure, which proponents said would raise some $4,000,000 biennially by taxing multiple unit stores on a sliding scale ranging from $1 for the first store to $500 for the 10th and each above 10.

The assembly accepted senate amendments exempting gasoline service stations, beauty parlors and barber shops, theatres and ice distributing stations.

The next tax item to move toward the governor was a senate bill to tax hard liquor 80 cents a gallon, raising an estimated $9,000,000 biennially. The assembly sent it back to the senate for concurrence in a minor amendment to prohibit sale of liquor in public places on election days.

Then the senate approved three important tax measures already passed by the assembly. They were:

1. A 3 per cent sales tax with food exempted, rather than a 2 per cent rate which would have become automatic July 1. Proponents estimate the bill will provide $35,000,000 in new revenue. The bill was sent to the governor for signature.

2. Doubling the rate of the bank and corporation franchise taxes to raise $17,000,000 in new revenue. Sent to the governor.

3. Increasing the inheritance tax to raise an additional $3,000,000. Sent to the governor.

4. A state tax on automobiles, in lieu of present local property taxes, which would raise an estimated $18,000,000 at the expense of counties and cities. The vote was 21 to 15, and notice of reconsideration was given, holding the bill on the senate file.

5. Revision of the truck tax, to raise $2,000,000. Sent to the assembly.

6. Enabling act providing for a construction program in event a special election July 30 results in approval of a $12,000,000 bond issue for institutional and prison improvements.

7. A bill providing for expenditure of $24,000,000 for unemployment relief during the 1935-36 fiscal year.
