KINGSTON, (Jamaica) Nov. 26.
The emissaries from the New-England states, stationed in South Carolina and Georgia, are labouring with all their might to persuade those states to pass laws similar to the navigation acts of Massachusetts and New Hampshire, excluding British vessels from their ports; but hitherto with little effect. The bills for empowering Congress to regulate their foreign trade, have been introduced into their respective legislatures, but even these they are cautious of passing without the maturer consideration, having adjourned after their first or second reading.
