Much was hoped from the mediation of the War Labor Board in the settlement of labor troubles, especially those relating to the railroad crafts, and the employes, and perhaps some of the employers, showed a disposition to abide by the rulings of the board, but the Pennsylvania showed a disposition to disregard its instructions, and finally has flatly refused to obey them, claiming that the labor board has no legal authority to punish refusal to abide by its decrees, which is probably true, and other large roads are expected to follow the example of the Pennsylvania, so if a strike ensues the railroads should bear the responsibility. It becomes more apparent month by month that the only solution of the railroad problem is government ownership of the roads, or railroad ownership of the whole country.
