London.—Sir James Barr, president of the British Medical association, makes some very outspoken criticisms of the British race.
The country, says Sir James, is at present governed by mawkish sentimentality and gross Ignorance.
If the public were properly instructed in the laws of heredity it would soon learn that it is just as easy to breed intelligent, healthy human beings as to raise fine horses, is another of his convictions.
"If we are to maintain our position among the nations of the earth," said Sir James, "we must raise up a healthy, intelligent, intrepid, fearless, self-reliant and progressive race, and not, as at present, a race of cowardly hooligans and untutored savages, who in the case of an invasion, will be worse than a useless incumbrance."
Sir James adds that he knows of no greater legislative farce than the methods of dealing with tuberculosis under the insurance act. There is no attempt, except incidentally to get at the breeding ground of tuberculosis, and no special legislative enactment to provide a pure meat and milk supply for the nation.
