TAXES.

We have long known that Mr. Gallatin is not the only man in the United States who can devise ways and means for carrying on a war. We recollect that some 'splendid financier' proposed last year to levy a contribution upon federal lies--for the purpose, we suppose, of encouraging lies of any other manufacture.

A Financier of the same school presents us with another proposition, which, like the one above mentioned, would doubtless bring immense sums into the Treasury in time of hostilities:--

From the Whig.

As 'it is exports [the produce of internal industry or capital,] that enrich a nation.' ought not congress be empowered to lay a light EXPORT DUTY on such articles as would be found most eligible for that purpose?
