"Lower Saxony. 26th September, '98
I was mistaken, Sir, in supposing that a sea belongs to that Power which combines the advantages of governing on its coast, of possessing the best fortresses, and the power of excluding an enemy from its ports. Every sea belongs to the nation whose marine is most powerful, whose officers are most skilful, and which has Nelsons to command them. Should other fleets affect so to usurp its empire, he holds the power to punish their temerity; and the very harbours, wherein they believe themselves secure from her vengeance, speedily become the theatre of their disgrace and ruin.—
Such are the facts incontrovertibly established by the gallant Nelson.
The ships of war destined to protect the most important expedition that has been undertaken for ages; those ships, which left their own harbors with such a shew of success and eclat ; which reached their destination without obstacle, and landing the future conqueror, of Egypt and India at Alexandria, appeared in the road of that port, to defy the flag and power of the British navy ;-all these ships were no sooner discovered, than they were attacked and annihilated—and Nelson might say
* Je n'ai fait que passer, ils n'etoient deja plus."
But you are about to ask me what becomes of the conquerors of Egypt and India ? will they not be exterminated on the very soil of which they already believe themselves masters?In fact they seem destined to a fate still more miserable than that of their fleet.—these men who had triumphed over the greatest generals, and the most disciplined armies, are doomed the victims of some savage Arabs.
Such is the fatal result of ignorance and presumption—The fleet of France has been lost through the ignorance of the Directorial sailors—and if Buonaparte perishes , in Egypt, he falls the victim of an extravagant presumption.
