From the Morgantown (Va.) Telegraph.
HON. C. J. FAULKNER.

In looking over the list of members of the next House of Representatives, the gentleman whose name heads this paragraph is at once presented to democratic vision as likely to be the ruling spirit of the next term. Mr. Faulkner is truly one of the most remarkable men now upon the theatre of American politics. He is emphatically a man of grain and stamina. In every sphere in which he has ever been placed, he has won the position of "primus inter pares." He is not the mere politician—he is a statesman. At the bar, as a jurist, he had few equals, and no superior, in a practice of 20 years with the ablest lawyers in Virginia. Upon the hustings, his success is to be read in the recorded approbation of his hearers at their respective court-houses in his district—given, too, under circumstances of the most extraordinary character which ever environed any political campaigns in this State. His opponents always put forth their very ablest and most available man against him. Yet despite this, and despite the personal venom and vituperation doled out upon him by any number of lieutenants and under-strappers, and despite all the personal effort and expenditure to crush him at the ballot-box, each campaign closed but the rehearsal of his multiplied trophies. As a scholar, erudite and accomplished; as a gentleman, polished and courteous, with a style of debate cogent, vigorous, and convincing, he commands an attention and challenges a respect upon the floor of the House which few men of the present day can claim or aspire to. As a parliamentarian he has few equals in the country. The recent issue of the elections in this State has placed Virginia in a proud attitude before the people of this confederacy. She will be looked to as a guide star in the next House for the democracy. And we look with much pride to the fact that she has in her delegation a Faulkner as a spokesman. His relation to the party in Congress will be similar to that of Dromgoole or McDuffie in by-gone days. We feel sure he will meet the highest anticipations of the country.
