Plan of British operations generally spoken of in Halifax: strong naval and military force to be concentrated this winter at Bermudas, composed of black regiments from Jamaica and other West India islands, two or three regiments from Halifax, and several from England (about 12,000 men), to invade the South and erect the standard of rebellion like Hull, protected by strong naval and marine force; in retaliation for the invasion of Canada and invitation to Canadians to revolt and join the Republican Standard.
