A Vessel is arrived in a neighbouring port from Bilboa, and we hear that a gentleman is come passenger, who saw the King of Britain's speech, to his parliament, in which he observes, that his forces arriving in America last year too late, was the reason of not obtaining the propos'd design. That he asks for a fresh supply of men and money, and flatters himself and them, with the idea of totally subjugating America the next campaign. It is said, however, that a strong intimation is couched in the speech, that France & Spain were preparing for War: and that from this consideration, a very new and large supply was strongly urged.

It is now said, that a War between France and England is inevitable.
