With the character of the commercial house from which the following letter was received, we have a perfect knowledge. It has much at stake, is too intelligent to be mistaken, and too upright to deceive. Although therefore, the date is not the latest, the intelligence is interesting.--Federal Republican.

Extract of a letter from Lisbon, dated 20th October, continued to the 23d.

"We had this pleasure the 30th ult. Great consternation has since prevailed here, and general measures for emigration were busily preparing. The panic has, however, subsided, and it is confidently expected will be altogether removed in a few days; for it now appears that Lord Wellington's retreat was premeditated, and will be terminated with the defeat of Massena's army, as it has no chance of success by attack, and but little hopes of a safe retreat."
