By an arrival on the 7th Sept. at Guadaloupe from Guayaquil, the important intelligence was received, that La Serna, Viceroy of Peru, had declared himself independent of Spain, and a division of his army was within a day's march of Lima.--San Martin is very unpopular at Lima and generally so through the country; he will now undoubtedly be compelled to leave it.--Pisco was in possession of La Serna's troops, where a division of San Martin's army had been defeated, previously to its occupation by La Serna's troops. No doubt may now be entertained of the ultimate emancipation and independence of Peru; La Serna being very popular, and in possession of all the interior country.
