Rome, Aug. 17.—A body of volunteers is being organized to land on the coast of the Adriatic, at the first opportune moment, their ultimate aim being to join the Bulgarian insurgents who are opposing Turkish methods in the Balkans. The Roumanian war office has ordered the immediate manufacture of large quantities of ammunition. The order is significant, as indicating that the government is planning to take a hand in the Balkan trouble.
