The Pacific Railroads.

Washington, January 25.—In the House to-day the Committee on Federal Relations recommended a resolution not demanding the absolute defeat of the Kelly bill and the foreclosure of the first mortgage against the Pacific roads, but providing for the settlement of the railroad indebtedness upon such terms as should be deemed best for the less of the people generally and those directly interested in particular. In lieu of this resolution a substitute demanding the unequivocal defeat of any refunding scheme and demanding that Congress require the foreclosure of government mortgages against the Pacific roads was adopted by a vote of 6 to 2.
