I hear to-day that Mr. Madison has received some instant letters from Mons. Gouverneur, in which he enters bitter complaints from his Master Napoleon against the American Government, for sending Commissioners to treat with England—demands supplies of funds to enable him to carry on the War—that this country shall join him in a War offensive and defensive, against the allied Powers; and that Mr. Crawford has not been acknowledged in France. An Embargo, it is expected, will be laid when Congress meets, and war with France will probably be the result.
In corroboration of the above, we state the fact, that a person of the first respectability, recently from France, is decidedly of opinion, if the American Envoys in Russia should coincide a Peace with England, that Bonaparte would immediately declare War against the United States: The person in question enjoyed the best opportunities to ascertain the feelings of the French cabinet on American affairs.
