The editor of the Stockton Independent gives the following description of his party

The only inaccuracy is the limit placed on Phelps men. The picture comprehends the whole Republican party:

'What have they done? They have used their Federal offices as a means to stock primary and nominating assemblies; to bribe and corrupt the legislature: to bribe and corrupt men for our State Judiciary from the Supreme Court down: and, of course, to defy the rights of the people in the choice of honest men to fill the highest places in their gift. Our Constitution says the legal voters of the State shall elect all officers, including the Judges: and to make sure of an incorruptible Judiciary, and separate those officers as far from politics as possible, it is provided that they shall be chosen at a special election. What of all that, say these Federal "detectives." Do you think we are going to let the stupid people choose their own Judges? No, no. Whoever votes for, or supports Phelps shall be Judge. "I'll take care of Sexton," said Watrous, "if you, Mr. Smith, want to be District Judge, provided you vote for Phelps;" and you can have three thousand dollars beside, to pack conventions, and push your election. The people have nothing to do in the matter: Watrous is Mr. Phelps' agent; he'll attend to it all; they'll give us Governor, Judges, and all, and the people shall not know what struck them; only they must all be Phelps men.'
