Congressional.—The right has again triumphed in the House by the adoption of Dunn's proposition to send to Kansas a commission of three, to be appointed by the Speaker, to take testimony in the Kansas contested election case. The vote was 101 to 92.

A sharp debate has been had in the Senate between Judge Trumbull and his "little" colleague, as to the report of the latter on Kansas affairs. The "giant" did not appear to have the best of it.

The time of Congress has been chiefly occupied with the Kansas discussions. Mr. Douglas has reported a bill authorizing the people of Kansas to form a State constitution and to come into the Union, when the territory has 93,000 inhabitants. Mr. Seward has moved an amendment, admitting Kansas as a State, with the constitution already adopted. No action has been taken on this subject as yet.
