PARIS, Pluvios 17th.
We are informed on good authority, that an insurrection continues to spread throughout the territories of the seven United Provinces; the French, as they proceed into the country, find every where the burghers up and organized into national guards; the aristocratical regencies driven away, the chiefs secured and worthy patriots chosen by the people to replace the Stadtholderians: and Paulinus, author of several valuable works upon the Rights of the People, who was bold enough to publish even in Holland under his name two years ago, a Treatise on the Rights of Man, has just been elected grand pensioner of the regenerated States of Holland.
This citizen had been already at the helm of the affairs of government as first minister of the Dutch marine: but his candor and his love for liberty having displeased the Stadtholder, and more especially his wife, he was dismissed after the revolution of 1787, notwithstanding the want they had of his abilities. Animated with the desire of seeing his country free, he came to France in 1788. But the old French government neglected the important overtures that Paulinus was eager to give them. He was, from that moment, convinced of the inefficacy of the cabinet of Versailles which could no longer assume in Europe, that character of grandeur which was becoming to the first nation of the universe. He foresaw that, unless a complete revolution should take place in the form of government, the people of France were going to be exposed to the highest pitch of humiliation abroad, and to the most dreadful evils at home; in short, he thought that the machine was entirely rotten. Paulinus went to Brest in order to visit the Docks of the French marine. The piercing eye of the connoisseur found there, in spite of the most shameless dilapidations, immense resources to create one day so powerful a navy as to make England tremble.
Hence this patriot no longer despaired of the public salvation in France, nor of a future deliverance of Holland, and thus he explained the matter to his friends and especially to the editor of this paper.
