Col. Miller and Capt. Kemper, arrived direct from West, assures us that 1500 Mexicans are encamped this side of the Rio Grande.
They also inform us that a long proclamation (in Spanish and English) emanating from His Excellency, commands all the Texians in that part of the republic to lay down their arms notwithstanding the provisions of the Constitution to the contrary, and forbids them under the penalty of being treated and punished as traitors to cross Rio Nueces, or in any way to molest the Mexicans whatever their number when they transgress our frontier: because the faithful Mexicans can have no other intention than that of smuggling and trading with Texas.
