On Wednesday last arrived here in 44 days from Cadiz, the brig Rebecca, Capt. Codwise. Accounts by this vessel say, that when she left that port, the Spaniards had lying there ready for sea, completely fitted and manned with the choicest sailors of Spain, 46 ships of the line, with a considerable number of ships of 20 and 54 guns, and several frigates of 30, 32 and 40 guns. No war, however, was yet declared when Capt. Codwise left Cadiz, although several reinforcements had been sent to the Spanish dominions in America, under strong convoys. The British ambassador was still at the court of Madrid, expecting an answer to his demands, which were said to be unconstitutional, and that 24th of July was the period to which he was limited for waiting the decisive ultimatum of the Spaniards. A letter from Cadiz of July 11th also mention, that to all appearance the Spaniards seemed under no apprehensions from suffering by a rupture with Great-Britain, the resources of the nation being so immense that they deemed themselves in a better situation than at any former period for contending with the English on the watery element.
