MOSCOW, Oct. 10.—Reports
of concentration of Russian
Naval Power on the Gulf
of Finland emphasizes the
vigor with which Russia will
drive to regain dominant positions
on the Baltic Sea held
before the World War.

Dispatches from Kronstadt,
Russian Naval Base near Leningrad,
say "The whole armada
of battleships" is massed
for naval activity which is un-
ceasing.

Kronstadt is only

miles from Finland's territorial
