PHILADELPHIA. March 10.

Tuesday last was read in the assembly of this state, a letter from Edmund Randolph, Esq. one of the commissioners appointed by the state of Virginia, to meet commissioners from the other twelve states, for the purpose of devising such regulations of trade as may be likely to promote the general interest, and some plan for removing the difficulties under which the commerce of the United States has long laboured. This letter appoints the first Monday in September as the time, and the city of Annapolis as the place, for opening the conferences on the important subject entrusted to their deliberations. It requests a co-operation on the part of Pennsylvania.
