Cabinet Changes. For the year past there have been almost as many rumors respecting changes about to take place in the Cabinet as there are stories in the Arabian Nights. For a short time past these rumors have been again put forth with such a parade of circumstances as to give them some plausibility. It is positively asserted that Gov. Marcy of New York is to be called in as one of the President's confidential advisers. Were we not prepared to believe that almost any thing may take place, from some things which we know have, we should be disposed to give very little credence to the rumor ; but when there is a loud noise there is generally something besides wind, and we are half inclined to believe, notwithstanding many papers deny it as positively as others assert it, that some changes will take place before long. And all we have to say is, that if Gov Marcy is to have a post there we hope he will get his beard taken off and his breeches mended. before he takes it. so as not to burden the National Treasury in its present depressed state, as he once did the State of New York, with that expense.
