NO CELEBRATION MARKED the end of THE FIVE-YEAR PLAN

MOSCOW, Jan. 3. - The Soviet government's five-year plan has reached an end with the Kremlin claiming that, in the main, it has been fulfilled in four years and three months.

No celebration marked the occasion, observation on the close of the plan being limited mainly to editorials and economic articles in the press, summarizing the nation's accomplishments.

The exceptionally difficult living conditions under which the population finds itself clearly put the damper on the plan's end. The population is greatly concerned over the fact that the standard of living has decreased during the past five years.
