We notice in the Wilmington Journal a long letter from ex-Gov. Swain, of North Carolina, in response to the letter of Hon. B. F. Perry, originally published in the Phoenix. In this letter, Gov. Swain discusses, at some length, the "direct tax" question.
With regard to the question of representation, Gov. Swain says:
"I repeat, therefore, that the third section, in connection with the test oath, is a double disfranchisement of nine-tenths of the people of North Carolina, and that I do not believe that a majority of the Committee of Fifteen, if accurately acquainted with our condition, would desire its adoption.
"I have no disposition to deal in invective in relation to either the North or the South. The solemnity of the crisis should admonish every patriot to avoid it. I most earnestly desire the perfect restoration of our national Union, not merely in name, but in heart. Much of the unkindness which exists at present has been fomented by intemperate speakers and writers North and South and South and North. In too many instances, the newspaper press has tended rather to excite and inflame than enlighten the public mind."
