PARIS, MARCH 28, 1810.

As an act of grace on his marriage the Emperor, by a decree issued the 25th, has directed, that all convicts, confined for fines and expenses, be set at liberty, as well as all persons confined for forest offences. His Majesty has directed the discharge of all persons arrested for non-payment of taxes; and the remission of all the duties for nursing children at the Public Nurse Office in Paris.—He has ordered that 6000 old soldiers be married, on the 22d April, to girls belonging to their towns, who shall each receive a dowry of 1800 francs [about 335 dollars] each: And has granted a free pardon to all deserters.
