The total payment to Great Britain amounted to £7,700, and it was promptly paid. The same proposition was made to the United States, but declined upon the ground that our Government would not consent to any discrimination in the rates of pay on account of color. It is expected at the State Department that Spain will at an early day propose a new rate, which shall be the same for all classes of citizens executed.
