Extract of a letter from an American Lady in England, to her friend in this city, dated September 6, 1783.

I sincerely congratulate you on the peace, and hope that an event so glorious to the United States may be rendered permanent and lasting, by a free, well settled government, and a perfect unanimity among yourselves ; that little private interests may always give way to public good ; that all former party spirit and animosity may be done away, and every one strive who shall so you may be enabled to form a complete system of legislation. I hope you will most nobly disappoint your enemies, who are prophesying and enjoying the idea of brawls and commotions among yourselves, and are waiting with the most anxious solicitude for such an event to take place.-It was laughable enough-to see what pleasure lighted up in the countenances of a certain description of people on hearing of the little riot you had in the city of Philadelphia with the soldiery ; they magnified it to the annihilation of Congress, and the entire destruction of the commonwealth--That they may be utterly disappointed in their hopes, and that you may shew as much virtue and public spirit in settling your government, as you did in destroying the shackles of tyranny & my ardent wish.
