Oct. 12. Humiliating as the terms are which the Dutch have been obliged to accept from the Austrians, it is probable they would not have come off so easily, had not the Emperor been embarrassed by the German confederacy, and therefore lowered his demands, especially with regard to the money, the loss of which is more severely felt by the mercantile Hollanders, than even that of territory. However, the giving up their forts upon the Scheldt (particularly that of Lillo, which is a place of strength, and really the key to that river) must be peculiarly grating. They have found the assistance of France more nominal than real, and their dread of Prussia, arising partly from the well known ambition and enterprising temper of that monarch, partly from his connection with the Prince of Orange, and his open disapprobation of the steps they have taken and are still taking to annihilate the power of the Stadtholder, prevented them from accepting the offers of so dangerous an ally. Thus circumstanced, without a single power on the sincerity of whose friendship they could rely, for their conduct had so irritated the British nation that no minister would have been bold enough to have even proposed taking an active part in their favour, they may think themselves happy that they have for the present escaped so well. But let them take warning by the past, lay aside their domestick quarrels and their ill-timed parsimony, and join heartily and contribute liberally to put their country in a posture of defence, or they may depend upon it their present suffering is only a prelude to what is to come. For it is with nations as with individuals, injuries and insults will always be the lot of those to whom they may be offered with impunity.
