The Commissioners' Investigation of the New York Police.
New York, July 16.—On Wednesday the much heralded investigation of the New York police department by the commissioners will begin in the headquarters building on Mulberry street. This much has been announced. The plans of the board for the conduct of the investigation can at present only be surmised. Assistant District Attorney Wellman, who has been spending his honeymoon preparing for the investigation, has nearly a score of cases ready. He is now at his summer home at Southampton, L. I., with his bride, formerly Miss Emma Juch, and is said to be preparing a number of additional cases.
While a great deal has been said about the scope of the investigation, it is the general belief that it is the object of the commissioners to break as much as possible the force of the Lexow committee's discoveries before that body resumes its sessions. This can be done by a series of whitewashing verdicts. The men against whom the least evidence exists will doubtless be tried first. There will be some victims found who may be made to act as scapegoats for the guilty members of the force.
