We have now ascertained that the President has appointed Mr. Gallatin and Mr. Bayard, with Mr. Adams the present minister of the United States at St. Petersburg, in a joint commission as Envoys Extraordinary and Ministers Plenipotentiary, to open negociations for a Peace with England, at St. Petersburg, under the mediation of Russia. We are happy to state that the measures preparatory to their departure are in great forwardness, and that they will probably embark in about ten days. In the success of this mission we entertain much confidence. The high character of the emperor of Russia justifies a belief that he will promote an adjustment of all the differences between the United States and Great Britain, on fair and just conditions, and such the United States are willing to accept.

From the talents and integrity of the three gentlemen to whom the President has committed the important trust, the public will be satisfied that the rights and interests of our country will be ably supported. If peace can be made on such terms as ought to be accepted, it may reasonably be expected to result from this mission.
