Situation on Poles Better
There were indications today that the Big Three had achieved a basis of understanding on the Polish problem and that the situation generally was improving.
One sign that the atmosphere was clearing came in a Moscow dispatch which said that a mission assigned the task of reorganizing the Polish provisional government at Warsaw would meet soon in the Russian capital with representatives of the Warsaw regime and Poles from outside the country.
A broadening along democratic lines of the Polish provisional government was envisaged by the Big Three at Yalta earlier in the year but little concrete progress has been made toward that goal. An informant in Moscow said the United States and Britain had swung around to Premier Stalin's point of view that the Soviet-sponsored Warsaw regime should be the nucleus of any reorganized Polish administration.
Members of the Polish government in exile did not share the general optimism. These London Poles were believed clinging to the conviction that most of them would be frozen out of any Soviet accepted plan for a new and broader-based Polish government.
However, a member of the Polish moderate group in London expressed the belief that Stanislaw Mikolajczyk, former premier of the London Polish government, would be invited to discuss the reorganization. Mikolajczyk is known to favor conciliation with Russia.
