By recent intelligence received from St. Bartholomews, we learn that the weighty charges made some time since in the American journals, of the governor of that island colluding with privateersmen, is now reiterated, under circumstances of aggravated atrocity and insult. A Spanish brig, prize to the B. A. privateer Independencia, after having unloaded her cargo at Five Islands, a small place in sight, and carried the same in lighters to St. Barts, was permitted to enter that harbor, under the flag of the U. S. and enjoy the protection of the fortress under whose guns she was moored, as well as the unequivocal civilities of his excellency the Governor. A gentleman, too, acting as American Consul at that island, was, at the instance of Sir John Norderling, forcibly dragged from his bed at 10 o'clock at night to undergo an interrogation relative to a private conversation at the house of a friend; and was politely informed that his excellency had assumed the consular functions, conceiving himself to be the best consul! The illiberal abuse with which his Gothic Excellency bespatters our institutions in the presence of Americans, may be overlooked, by reflecting on the source whence it emanated, but the exclamation "I am a Roman citizen!" should ever ring in the ear of a titled and official blackguard, when he presumes to lay the finger of aggression upon the person of an innocent American citizen.

Capt. Brigs, we understand, was forcibly compelled by the Governor to make a humiliating apology to a Swedish officer, or endure the alternative of twenty-five stripes on his bare back!!
